After testing all the fans I have concluded that all the fans I have received are fully working. There are reports that others have not been so lucky, but I'm not one of them. The fans themselves are relatively quiet, although not by much. Less whining and more whispering. It's still noisy at 100% fan speed, so it's comparable to the Ender 3's stock fan. Unfortunately, WINSTINN doesn't sell a version with a 1-meter cable, so you'll have to connect the new fan to the old wires. Works fine on my Ender 3. Again, quality control can be lacking. I personally haven't had any issues, but not the fact that you won't have them.
