Works fine, but the fan always runs.

I want the fan to turn on for a few minutes per hour to measure the humidity and check the need for its operation. The fan runs constantly and adds about $12 to my electric bill. The dip always works whether the capacitor is supposed to work or not. Not very loud but I always hear it in my room, decent noise for sleeping I think.
