These little compressorless electrostatic dryers work and this one in particular includes a decent HEPA filter (somewhat redundant air filter) but it has its limitations. I use this in a small closet (no bigger than 50 square feet or so) and when sealed it keeps moisture down pretty well. Collects large amounts of water that needs to be drained every day or two. However, if the area you're trying to dehumidify is open or fed to other parts of your home, it won't work as well and probably won't be able to hold more moisture when fed humid air from other parts of the home. I tried this in a 300 square foot open plan living room and the humidity didn't change. So this is a decent mini dehumidifier that does what it says on the tin, but be aware you're better off with a cheap compressor. a dehumidifier run by a big store (or Amazon) for rooms larger than a small bathroom or toilet.
