That's exactly what it says. Polypropylene cord is great for boats as it floats. When we anchor we carry some inflatable toys that we tie to the back of the boat. This leash allows the toy to float freely without getting tangled in the mount or handlebars. Yes, you must melt the ends or it will unravel. I also recommend a stop knot.
