I used to have a lot of trouble booting my Pi4 due to low voltage issues. I tried a regular 34w power adapter with a power delivery cable (electronically labeled) and it didn't work. Apparently the Pi 4 does not follow the official specification of USB C. I finally decided to purchase a power supply designed for the Pi 4 and am happy to report that I am no longer getting these warnings and mine Pi now boots up flawlessly every time.
