Yes, it comes with 2 full filters. I used one in a 10 gallon betta tank, the rear filter I had just created too much flow for the poor fish. As a result, there is not as much flow and after a few weeks the tank is as sparkling clean as with a strong flow through the rear filter. The second I installed in my 55 gallon tank as an extra filter to give the good bacteria more surface area to grow. There must be a good filter combination to keep my fish happy and healthy! Good quality and although I haven't had to clean them yet the filters slide in and out so should be relatively easy to clean when the time comes. So far both setups are working very well.
