Not fully packed. for eyelets
There are 28 sets on the packaging. I opened two packs and used 45 sets. You can see what's left in the picture. There were short 4 complete sets and caps of 2 sets. Also, the cutter will not work on cotton curtain fabrics. Didn't cut at all. So I had to cut the holes manually.
