Fits like a tunic not a dress
Aside from being a little tight and small this is not a dress. That's too short for me. My height is about 5 feet 6.5 inches. Having paid less than fifteen dollars for it I don't consider it a complete loss as I can wear it as a tunic with a blouse underneath. But it's not a dress unless you're incredibly small.
