Must be plugged in to turn on even with 100% battery

I was glad to have a portable electric pump for my surfboard. I fully charged the pump and made sure the battery was 100% charged before heading out for the day just to get to the lake and the pump would not turn on. I returned to my car and used the car adapter cable to connect to the pump, which turned on immediately and reported 100% battery. I wouldn't buy this pump if it had to be plugged in to turn it on...frustration and I'm hoping it's just a bug in my particular device.
