
It's sad to see that a plagiarized STM32 chip was used, and even more so when it didn't work. After some troubleshooting, I found that replacing the 100K resistor R3 (bottom of the board) with a 10K resistor solves the problem of not entering programming mode. Closing pin 60 on CKS32F103C8T6 to 3.3V also worked. Hope that helps.
