This is a bicycle Y tool.
If you are looking for a Y-shape bike tool, this is it. You can load it up with whatever bits you need for the bike you're working on. You never wear out the tool because the bits are interchangeable. You can sometimes leave something in the hex if the fit is very tight, but I haven't found this to be a problem.
