The cable was broken.

cable used to connect the monitor. I wanted extra length for wiring. When I connected my monitor with a cable, the image on the monitor flickered and jumped. I checked the connections to make sure they were properly connected, it was. When I reconnected the old cable, the problem went away.

Pros

Performance - Use SVGA Cacle to run Samsung TV on your old computer. The TV itself will automatically turn off and the TV will turn on when you wake up the computer. Good picture quality. The computer is more or less a storage server.
