COULD be plated but the base metal bit appears to be of extremely poor quality.
I finally had a break from the weather as well as free time to do some small projects around my house and it took me less than 5 minutes to use one of the step caps and shear off the entire first step in the metal that I drilled out. (That's the handle of a shovel, by the way.)
