You need to add it first and let the device try to report "no drivers found". If you look at optional Windows updates at this point, there will be an optional update for (in my case) "Elan fingerprint sensor" or something similar. Install this, reboot and then enter the options in windows settings - then the fingerprint sensor option will appear in windows hello. (before it just says no fingerprint sensor found) I've spent quite a while updating Windows (didn't do "optional") and was a bit frustrated that the driver wasn't found automatically, so I did all over the net looking for the driver (the package comes without any instructions, but a small text in Japanese! Had even written a letter to the company, but there is still no answer (so far). In any case, it works well now if there is a driver.
