Seat belt cutter not working

I kept an expired car seat to test the seat belt cutter. The scissors are definitely better in the car. I tried it at different angles and didn't have the slightest tear in the tape, but I was able to quickly and easily cut it with scissors. So zero stars for this part. I didn't have glass to test if it could break glass. It looks like the picture so I think there is one star.
