If you wear regular pants with cuffs when you ride your bike, you need these or similar (or tuck the cuffs into your socks or roll them up). Otherwise it's not safe, even with a chainguard, unless your gearbox is really fully enclosed. These cuff clips are quick and easy to put on and take off. If they're too small, bend them a little until they're snug but not tight; If they are too big, bend them a little. They have to be a real pencil or a damn elephant so after a little tweaking they don't fit. The reflective strip is an additional safety feature. I prefer these clips to cloth or velcro which tend to slip off my ankles while riding.
