It's defective, or I'm defective because something above my head is NOT HAPPENING

High marks for matching the discontinued Old Grosness model. I was very happy to find this online as it is not for sale anywhere else near me. Photo 1 for comparison. The old fan motor was probably when it was first installed in 1980 - unclear, since it broke when I moved in last year. But I inserted a new one (Fig. 2), connected it - and IT DOESN'T WORK. The outlet and switch will work with the alarm when checked, so it will talk to the light switch panel. And the heat lamp turns on when placed next to the fan, just like it used to. But the motor doesn't hum, and maybe they sent me a broken one. Not clear. I'm at a dead end. There doesn't appear to be anything wrong with it physically, other than that it didn't come with screws to install a bracket or a ground wire (the green one that attaches to the Grossness), although it should work without a ground. Telegraph for the nice gentlemen at Home Depot. No one in these comments reported missing parts or installation issues. And it was very easy to glue so I could make it myself like a big girl! Help?
