HVAC imbalance

combustion fan installed, new motor and this fan. Assembled and installed, vibrated heavily. New engine disassembled and tested and then only the combustion fan is ok, the fan was defective when revving up, the old one was cleaned and worked perfectly. The old combustion fan failed, I ordered everything because I wanted all the parts and just wanted to do it once. The old one had an SAE hex head bolt, the new one has a metric hex head and was unbalanced.
