The tool is included as the Schrader valve was not tightened.
Make sure you find the small o-rings, place them and tighten them by hand, not a wrench. You're not going anywhere. Spray them with soapy water before you're done. Both of my valves were leaking. I think that's why they included a tool, which by the way is a high quality metal tool.
