SO FLAT at first, but after a while they fill up.
They will not work with a liner that is 2 inches larger than the pillowcase rule. They are so flat that I ended up using TWO 12x20 pillow inserts in a 11.5x19 pillowcase, and I used their 20x20 sizes in my 15x15 pillowcases. However, they start to fill up a little more. in about a week. It's a long wait but once they're full they're pretty good. But to get a good solid throw pillow I would take the insert 3-4 inches longer than the cover.
