Does NOT heat at all

This pad does NOT heat at all. I followed direst carefully. I’ve made pleas and complaints, and can’t get a single reply. This is a $70 product! I’ve made a payment on it, but will NOT pay for something that does not work! NOW, I’ve had to buy a regular heating pad for the cats catio bed. Extremely frustrated!
