This means that when you throw in your items, they bulge equally out the front and back. When a bulge closest to the body happens, it causes the belt loops to slide closer together on the belt and the entire unit to stick out away from the body. The organizer should have been designed with more material on the outside than the inside in order to avoid this problem. Other than that it is as decent value and will suffice for a bit.
