Update 12/23/16: 5 stars. The cartridge is NOT defective. After further troubleshooting, I discovered that a very clogged dispenser was the cause of my low water flow (my Price Pfister Parisa H34-3N single handle kitchen faucet has a side sprayer). The divertor was clogged by the rubber discs from the warm and cold shut-off valves (installed 6/2007) which were falling apart. Turning off the water to install a new cartridge and then turning the water back on was enough for small pieces of crumbling rubber washers to get into the diverter and clog it. All in all I had to clean the diverter 4 times before the flow returned to normal (the diverter can get clogged again but now I know how to fix the low flow issue). After the holidays I will be replacing the kitchen sink faucet shut off valve with a new 1/4 turn shut off valve. Original cartridge (which was leaking). I will buy another cartridge tomorrow at my local plumbing store and then send back this defective one. It appears that the internal plastic mechanism that allows the water to flow when the handle is rotated does NOT move/rotate with the handle. In the original "leaking" I can see the internal plastic mechanism moving/rotating as I turn the knob. I paid an extra $5.99 for one day shipping but to receive a non-working cartridge was/was disappointing.
