Sweater not quite medium - rather small or xs

The quality of the sweater is excellent, the fleece is warm, the stitching is good, but I ordered medium and it is VERY small medium. My dog is about 25lbs and cannot fit - the sweater we received fits a York/Boston Terrier, but larger chested dogs (like a French bulldog) will likely need a size up.
