I spent many hours troubleshooting and costing to replace the IC before realizing that most of the short black jumper wires were open, apparently bad crimped contacts. UPDATE 07/11/2018: Freenove contacted me immediately and apologized for the bad jumpers. They also refunded me for some extra spare chips I bought while trying to fix a bad jumper problem (I thought the chip was bad but in fact some of my chip bases were open). Anyway, despite the bad cables, I've had a lot of fun plugging various circuits and devices into the Raspberry Pi 3. The online documentation has a lot of grammatical and typo errors, but it's good enough for me to follow and force the circuits to follow and programs work fine. The Python and C programs are well documented and easy to use.
