Not charging fully (updated)

I use these for my Xbox controller and I'm pretty sure they are recognized as fully charged. Thinking I just didn't charge them long enough, I left the next set on the charger longer and the battery still shows an average battery level when I first put them in. Also, I did not receive the item shown in the picture, it is not a USB charger. just stick it into the wall and it only holds 4 at a time instead of 8 as pictured. Otherwise they charge pretty well and seem to last quite a while. I had to take the batteries out and put them in a little longer to fully charge them. I should have known this because I once had rechargeable batteries that did the same thing. I still haven't received the charger shown in the picture which is a bit of a shame but I guess it's not that big of a deal. Update 2: Downgrading to 3 stars because the battery only fully charges for 5 minutes after an additional charge and then falls back to that quarter of the battery which is empty even if you let it sit for about a week the full battery becomes restored to exhausted quarters. I bought another set of batteries, I will use them for TV remotes and children's toys.
