I'm a size 3/5 juniors or 2/4 womens (waist 25-26 inches) and needed to go up to a medium size. The material is very thick and well made, but for some reason the upper waist is made of a thinner and more stretchy material and it doesn't tighten my waist the way I wanted. I'm also not very curvy so I don't have major hip issues most of the time but due to the way this skirt was made it was very tight around the hips (which is good as the skirt is already short and 'I ride hopefully not high haha) but a lot more forgiving at the waist which is a shame as I wanted that full hourglass figure. You will get this look with this skirt, don't get me wrong it was just a small detail I wanted to mention. I could get away with a little but to have a shorter skirt and it was very tight at the hips. Basically, if you're a solid small size (or your specific size) with curves, go up a size to be on the safe side
