Gear?: Warning and Warning Lights

I ordered my first set and only had enough gear to attach one of the brackets to the light. I ordered a new set and received it today. To my dismay, he only had one set of mounting hardware. So 4 brackets and enough hardware to install just one set. The mounts are strong and have plenty of articulation, and the suction cups are more than enough, but you need the right amount of gear.? Return both sets.
