Undesirably soft friction material

The parking brake pads I received had an unusually soft layer of friction material that flaked off where the pads rubbed together in the box. Otherwise they were ok ie the steel shoe was just the right size and shape but nothing could compensate for the soft friction material. Shoes made of soft material quickly deteriorated with use.
