Bought my Shih Tzu (13 inches, 18 inches long, 16 inches chest and 11 inches neck for reference) in medium size. It's a little loose on her but I prefer it as she will grow into it. They run large, so I would order one size smaller.

It's a bit big for her, but it was still perfect. As you can see, Barbara liked it! The threads did not stick out, everything is well done. The only sad thing is that I wish they had more sizes. I measured my dog and these were his measurements: chest 29 inches, back length 18, neck 16. So I ordered a large one, although the neck size of the large ones is only 16-18 inches. It fits great, except for the neck, which is really big. So big that it slides down her throat and presses the end onto her cock, making her uncomfortable.
