My Golden Retriever and Cocker Spaniel mix weighs 42 lbs, 26 inches neck to tail, 24 inches neck, 15.5 inches neck. The large size is listed as 28-34 inches but my 24 inch dog has a shirt so tight he almost can't wear it.
