They can hold air but light rain and my 4" and 6" plugs didn't keep water out. I haven't used them to inflate pipe pressure so can't comment on how well they hold pressure. You have a purpose. I bought this test plug 4 months ago and have had no problems. I use it to seal a homemade rock mug made from 6" PVC pipe. To reduce noise and prolong life, I fully coated the inside with clear Silicone II. It also prevents the bolt from rusting like others reviewers have commented. , and keeps the bolt from falling down the barrel when I have to remove the top part to pry the rubber off the rim of the barrel (actually it takes a couple of hammer blows) I'm not sure by how much Pressure that is
