THIS IS NOT SMALL.
I ordered two small ones for my two Maltese. In the smallest size it fit around my neck. I wouldn't have to adjust it that drastically to stay on my dog's neck at all. It would be so uncomfortable for them because it's so big in general. It is not intended for small dogs. The little one will fit at least one medium to large sized dog. I've started returning it as I don't need it. Well they didn't even want my item back which means it happens with this seller all the time. DO NOT BUY FROM THEM.
