I received this adapter to send the output of two modern GPUs (neither of which have VGA) to a monitor with an HDMI input and a VGA input be able. With a GPU (RX 580 running Ubuntu Linux), the image would dim for half a second every few minutes and then come back. When I switched the adapter to a different GPU (another RX 580 running Windows) it seemed to work fine. So the device is picky about *anything*, but I haven't done the necessary work to find out if it's the exact refresh rate, or a difference between graphics cards in their DVI power handling capabilities, or if the AMD Linux driver is doing something wrong or so. I didn't do anything to intentionally increase the frequency above 60Hz at 1080p.
