The tank does not have to be removed.

If you're buying this, you're probably buying it because the rubber seal on the pipe that raises and flushes the toilet is worn out. If you twist it a little, it will burst. Then you only have to replace it with a new pipe, not the entire assembly. There should be nothing wrong with the original flange in the tank.
