I have one for my Jeep Wrangler. Judging by the picture, the black steel is solid and the square tube is hollow. As long as it meets the specifications. I think it doesn't matter and it's easier. It fits a little loose, but I measured my other hitch mount and it's the same dimensions, so I'm assuming it's the standard size for 2" receiver hitches. all this time. I've heard that the tough stuff that makes up a tag needed to be filed to fit, no problem with that. Haven't used it yet but it looks good. Quality and value so I recommend it.
