I have 6 TOTO toilets at home. Excellent toilets except for the flap valves. I have purchased the 2023BP universal damper valve but am still not getting good long term results. I called TOTO technical support and read them the numbers of my dampers from all the toilets. The tech explained that while the 2023BP was a generic replacement, the 2021BP was an OEM replacement for my THU253S, THU275S and THU331S shocks. He also sends in spacers for the purge valve levers that the damper valve tabs attach to. Gaskets keep the flapper in the center of the tank. Spacers are free if you call tech support.
