Well, it's definitely an ice pack.

This is, in fact, an ice pack. If you are looking for something cold to apply to some part of your body, this will fit the bill. I bought this, along with a few other ice packs, including another Hilph product, because I have a migraine literally all the time, unfortunately.Positives: the Hilph products I use, including this one, have soft fabric that prevents ice burns. The Velcro is very sturdy. You have to readjust it as the gel cools and spreads out, but you have to do that with any product like this. But the Velcro is sturdy and doesn't unstick from itself when used normally. This ice pack also gets very cold, which is great because ice is very effective for my chronic migraines.Negatives: unlike the other Hilph product I have (the long wraparound pack that covers your eyes and forehead), this one gets extremely hard. I expect cold packs to get stiff because the material is freezing, but this one, once frozen, isn't malleable at all until it's been outside of the freezer for a significant period of time. To me, this is negative because it makes the pack uncomfortable to wear. Secondly, the thin design (thin compared to the other ones I have) means its area of effect is smaller, but this is not a big deal to me because hey, it's clearly shown in the picture how big it is and measurements are includedBut here's the biggest negative for me - part of the material used doesn't hold in condensation. Let me be clear: the cold pack is NOT leaking. but condensation forms on the outside (like how a cold beverage in a can will get wet once you take it out of the fridge) and because of the type of fabric, it will just drip off of the pack and onto you or anything you're around. It's not a massive amount of liquid, but it's enough that I used the pack once and then banished it to the back of the freezer, never to be seen again until I move apartments, whenever that might be.All in all, I would overwhelmingly recommend Hilph products. Just not this one. Check out their wider version that goes over your eyes and forehead because I have two and just ordered my third. It's a couple of dollars more, but it's exponentially better than this.
