They are rusty straight out of the box and even one of them was jammed. The Phillips head deforms easily so be careful not to pry it off (a picture shows the results of one where the nut head was held with pliers and I tried prying it out with a regular screwdriver - so not much torque). After that I coated it with Tri-Flow and tapped it with a hammer to loosen it and then unscrewed the bolt. Before inserting them into the block, I lubricated Tri-Flow on the inner nut and lubricated the threads. It would be better if they were about 1/4 inch longer but very snug for cast aluminum valve covers. Unfortunately, this is a temporary solution.
