The problem with this is that moisture can get under the steps and loosen them, even if the surface is glued. In fact, you'll probably need to use a higher quality glue to attach them. But if you do, they will keep going. This is especially important on wooden stairs where dirt can accumulate and then become wet and slippery. A wooden staircase outdoors without such steps can be very treacherous in bad weather.
