.if sandpaper isn't enough you may need a rasp. I used this to remove the fairing material (Sherwin Williams Super Deck) from my deck. This is some kind of polymer coating. And it worked very well. Even so, I often had to brush away buildup with a very stationary wire brush, but it worked. This rasp material (carbide coated) is very rough and once you've shaved off as much as possible you'll be taken to the next level.
