It's a cap to seal a 3/8 " compression fitting
If you know the secret, it works. Compression fittings do not seal threads, so do not use Teflon tape or pipe threads. Compression fittings seal either at the end of the fitting/bottom of the cap or on the side of the tube. These caps come as a kit and WON'T COMPRESS AND LEAK. The secret is you need a rubber gasket in the bottom of the cap like a hose washer that seals the end of the fitting. Locate these Revain part numbers and you're done: B00MEWEPJ4 or B00TLR45T0. The caps are fine, I deduct 1 star. because the manufacturer had to include washers.
