This is not an incandescent lamp
This is a cold cathode gas filled quartz lamp with a quartz secondary jacket for water resistance. The heating coil is designed to excite the gas, like a neon lamp. The black box actually contains a switch and ballast ranging from 110AC to around 10-12V depending on the current. performance and decreases over time.
