Review on OTC 4878 Ignition Housing Alignment by Edwin Kreps

Are there instructions on how to use this tool? I'm only asking because the packaging says it fits Harley Davidson touring bikes to date. I have a 2017 Road Glide Special and this tool does absolutely nothing. There is a crossbar on the underside of the ignition switch, but there is a round notch on the underside of this tool. When you put the tool in the ignition switch, you will not feel the tool caught on any part of the ignition switch and certainly nothing will turn. If there are no instructions on how to use this tool properly then I will most likely be returning it as I don't think it is intended for the 2017 Road Glide.
