Not universal. Different sizes have the same rubber sleeve size, so only $20 wasted. UPDATE: If you are having trouble getting the fit, try removing the screw completely from the rubber first. Insert the rubber into the toilet holes and mount the seat from above. The upper rubber is easier to push through without a screw. When everything is together, screw in the screws. Docking a few stars isn't for guidance, it's for confusing options. I ended up using thicker bolts with larger washers from a thinner set.
