Low battery PD with USB ports not working

Bought on Amazon quick sale and I shouldn't have done it. In short, "You get what you pay for", low cost, low quality. Used for over 2 months with my MacBook 12 2016 and iPad Pro 12.9.Pro 2018: Works right out of the box Doesn't overheat Cons: PD ports stop working when USB charge is low HDMI flickers and turns on and off, when connected to TV Overall not worth it, not sure where so many good reviews come from.
