To be honest. I would rate them a 3.5. There are a few anchors that don't have nuts and washers, but that doesn't matter. The main thing I have is that when anchoring a block you really need to avoid strap and mortar connections as the steel in the anchor bolt is not strong enough to withstand heat/friction before it hardens. What's frustrating is that when the anchors break flush, they can't be removed without making a huge mess. Depending on what you attach, it can often really mess you up.
