Other replacement valves were leaking and causing cyclic filling. Even replacing Toto OEM does not provide protection. It's been a long journey and I didn't have high hopes for it, but so far it's working great. After Toto tried to help he recommended replacing the entire flush assembly and it is a completely different design than the one that came with the toilet. Tank removal required. This $9 damper assembly saved the day. I have a Toto Drake model. There is a part number in the parts list that doesn't work.
