Had to order them on the fly; Someone who lived here before me decided to use plastic anchors instead of actual drywall to hold the heavy cornice in the dining room. I was hosting a dinner party and noticed that he was not up to par; A closer look revealed that the screws were dangling from large holes in the drywall. The screws and dowels used were really ridiculous; They didn't have the right threads, were too long for the anchors and basically drove the anchors into the drywall leaving a big hole. I was hoping they would cover the existing holes but they were too big in diameter so I had to throw them away but they fit perfectly in a standard 3/8" screw hole. For the new hole, I drilled a pilot hole with a 7/16 drill bit and then screwed in the dowels slightly with a good grip. I think you could just click them to get started, but I didn't want to risk wandering through them. He had no instructions on what size hole or if they could be installed directly, but a bit of common sense took care of it.
