A lighting relay is not required.
I got them for my 03 Kawasaki VN800. When I first installed they only flashed the first light. I tested them on a 12v power supply and they worked great, flashing and all. So I realized they have their own built in flasher relay. I disconnected the relay from my bike and put in a jumper and they worked fine. My only complaint is that they sag a bit due to the flexible stem. But it's not scary.
